Mayor Bowser Breaks Ground Monday on the $19 Million Upshur Recreation Center Modernization in Ward 4
The project grows the Arkansas Avenue NW center from nearly 6,500 square feet to nearly 9,500 - an expanded pool house, a renovated pool and splash pad, a new indoor half gym and fitness center, a multi-purpose room, a technology area and a new outdoor basketball court. The groundbreaking is at 11 a.m. Monday.

Ward 4's Upshur Recreation Center starts its rebuild on Monday. Mayor Muriel Bowser joins the DC Department of General Services, the DC Department of Parks and Recreation and community members at 11 a.m. to break ground on the $19 million modernization of the center at 4300 Arkansas Avenue NW, according to the Mayor's Office advisory for the event.
The project expands the existing facility from nearly 6,500 square feet to nearly 9,500 square feet. The program the city lists for the rebuilt center is a rec-center checklist for the neighborhood around it: an expanded pool house, a renovated pool and splash pad, a new indoor half gym and fitness center, a multi-purpose room, a technology area, and a new outdoor basketball court.
The Mayor's Office puts the groundbreaking inside a longer building record: since 2015, the administration says it has invested more than $640 million in recreation centers citywide, including approximately $44 million in Ward 4, with an additional $27 million planned for current and future Ward 4 projects. Scheduled to join the mayor at the site are Ward 4 Councilmember Janeese Lewis George, Department of General Services Director Delano Hunter, Department of Parks and Recreation Director Thennie Freeman, and ANC 4E05 Commissioner Camsie McAdams. The city is carrying a live feed of the event at mayor.dc.gov/live and on Channel 16.
